東京都立川市が運営する立川競輪場（同市曙町３丁目）が２０１０年度、電気の購入先を東京電力から特定規模電気事業者（ＰＰＳ）に替えたところ、電気料金を前年度の３割近く節約できたことがわかった。予想以上の「効果」に、市は見直しの対象を拡大。今年度は、小・中学校など５３施設が東電以外と契約した。

　ＰＰＳは「電力の自由化」を生かし、自前の発電所などから調達した電気を売る新規事業者。市行政経営課によると、ＰＰＳから競輪場に提案があり、経費節減の一環として電気の購入先を見直すことになった。入札の結果、住友商事系のサミットエナジー（本社・中央区）が東電に競り勝った。
